Passive low-energy building communities exceeding 100,000 square meters have emerged in Beijing, Hebei, Shandong, Zhejiang, Sichuan, Heilongjiang, Inner Mongolia, and other regions. Shijiazhuang city currently has 34 projects under construction, with a total construction area of 2.11 million square meters. In July 2020, the General Office of the Hebei Provincial People's Government issued "Several Policies on Supporting the Development of Passive Ultra-Low Energy Consumption Building Industry", planning to achieve a total completed and under-construction area of passive low-energy buildings exceeding 13.4 million square meters across the province by 2025. A conservative estimate suggests that by 2035, the national capacity of the passive low-energy building industry will reach 2 billion square meters.
All products far exceed national standards for ultra-low energy consumption buildings.

The large-scale development of passive low-energy buildings has shifted the path to achieving high-efficiency goals from individual buildings to districts/urban areas; from improving the energy efficiency and utilization of individual buildings to overall energy planning at the district/urban area level. Implementing high-efficiency buildings at the district/urban area scale means using passive low-energy building technologies as a foundation, optimizing the mixed proportion of building types within the area, and staggering different peak energy consumption times to achieve overall load leveling in the area, thereby further suppressing the area's energy supply requirements. At the same time, it integrates the application of renewable energy sources (photovoltaic, solar thermal, geothermal, wind power, etc.) located in different spaces, and uses low-grade energy for direct heating and cooling/pre-heating and pre-cooling, as well as energy storage power plants and thermal and cold storage systems to provide energy flexibility, ultimately achieving energy production, storage, and consumption balance in the district/urban area.
